This saves the entire definition being pulled into every file using it
& makes it much easier to change.

Previously, even if the autoscaling option was unchecked in the 2d plot
preferences, several plot types would have it enabled.

The deleted lines caused them to flip back to autoscaling every time
the workspace changed.

The call up to ManagedWorkspace was clearing the changed flag
so that the blocks were not marked as changed in the
ManagedRawFileWorkspace. The test did not show this as it only wrote to
the workspace once which would have just used the block in the MRU.

This will help with future refactoring and optimisation steps.

It doesn't like the fstream std::string constructor

This will help ensure that for the system tests we can reset the config
once it has loaded and only save keys that we change just in case an old
config was not restored.

Allow a bit more space for chi, phi, omega and monitor counts,
to avoid overlapping fields.  Adjust headers to line up.

An option under the energy transfer range has been added to allow the final
S(Phi, E) to be made a distribution.
