Improve Performance of Loading Python Plugins During Startup

Muon double pulse analysis

Mantid workbench won't load without some of the algorithms in the
manifest, but it still has to be possible to import the simple api
without the python algorithms.

removal of this mask, the tests are no longer neccessary.
