The server has handled https for some time now.

- InterfaceManager exposure increased via Sip
- UserSubWindow minimal exposure to python via Sip
- Build seperate targets for Reflectometry GUI for Qt4 and Qt5
- Plotter class for Reflectometry GUI has support for Qt5/Workbench
- Removed empty .py file from muon_analysis.
