The compiler potentially cannot make assumptions about the code and it
causes cppcheck to have a wobble since we "could" deref an invalid
iterator if we used it incorrectly

This will contain code commonly used by any part of the code
base that interacts with the Python C api.

Update to clang-format-5 and reformat the codebase

It causes random segfaults on shutdown of the python 3 interpeter. It
appears to be an issue with the statically allocated dict objects -
see https://github.com/boostorg/python/issues/75

It now defines allows a user to select the statistic type and only
calculate it if reqested.

A few errors had to be manually handled, notably v3.5 screws up the
arguments to GCC_DIAG by adding spaces surrounding the dash.
