The compiler potentially cannot make assumptions about the code and it
causes cppcheck to have a wobble since we "could" deref an invalid
iterator if we used it incorrectly

Update to clang-format-5 and reformat the codebase 

It now defines allows a user to select the statistic type and only
calculate it if reqested.
Refs #13366

The two methods are getMomentsAboutOrigin and getMomentsAboutMean.
They work for densities and histograms.

Rename Framework code directory to just that. Also delete Main and VS & Eclipse project file. Re #1881.
