Static fixes

We have to avoid both a Sphinx warning and flake8 warning so
the fix is to move the definition of the module doc string.

There is an expectation from the Python API that folders should be
hidden when changed. I doubt that this is actually used very much, but
we shall at least keep it consistent.

PR #18146 updated the name of a minimizer but missed the performance
test

Fix building with clang on Linux

Add threshold filter to the VSI standard view.

You can't assume __clang__ means OSX
