Paraview Purge as part of Qt4 Removal

Fixes various misc. flake 8 warnings that don't fit into the above major
categories.

Adds .ui files to excluded list as they are auto generated

Enables flake8 for scripts/test and Framework/WorkflowAlgs. then auto
formats and auto-imports on any files which have failed the validation
which is no longer skipped

The startup scripts for macOS/Windows are nearly indentical.
Harmonising them lowers the maintenance burden. To be portable
a simple executable has been created that performs the tasks
of the old launch scripts.

On Windows this has the advantage of removing the .exe that
was 'compiled' by powershell and flagged as a virus by some
scanners such as McAfee. It also removes any requirement for
the .NET framework to be available.

The error reporter code has been moved to mantidqt and gained
a main module that can be invoked with -m, thereby greatly
simplifying finding and starting the dialog.

Fixes all flake8 3.7.9 warnings as part of the Python 2->3 transition.

Message Display current fills the whole window.

Someone created a branch named *.py and it was being picked update by flake8 as a python file, so ignore the .git folder
