When loading D11B, its position is again given in absolute and the
useless relative flag is removed.

Instead of moving each part separately, move all of the components by
moving the parent, thus making sure the distance between the panels will
stay constant.
This requires to use the relativePosition flag, because the high level
parent cannot be moved to absolute position.

When loading SANS instruments, storing the pixel size in the log data is
now redundant with the parameter file and so is removed.

This reverts commit 07619a38.

apparently CTAD doesn't work on osx.

This commit enables the filtering of same log data in multiperiod event workspaces.

Loading of date/time used a function that returns a locale-specific
value. This caused an error when loading data on a system with a locale
different from English.

Address changes requested. Clean up unit tests and split some code logic to be more readable

Updated LoadMuonNexusV2 and it's unit tests

Added tests to LoadPSIMuonBin, started updating loadMuonNexusV2 but need clarification on time zero for multi-period data

Removed vectors for time zero. Changed to a table workspace. Changed tests for this. Updated loadpsimuonbin to output tableworkspace of time zeros. added some more helper stuff as well as tests

SampleEnvironmentSpec::findContainer does not need to specify a container ID anymore when the sample environment only has a single container.

Again removing much more. This time with more focus on what the ESS
would not need. Also gives faster development cycle for conda package
development"

Also contains some hacky approaches to excluding test targets
