Moves the method for getting IPF Paths into Experiment info as a static
method, so it can be called internally and by Python APIs

In places other substitutions have been made, e.g
Clang does not yet specialize std::shared_ptr for T[]. Vector
has been used instead. The operator[] methods were incorrectly
marked const but returning a non-const reference - this has been fixed.

Runs clang-tidy pass by ref across the codebase to fix-up various
warnings we are seeing in cppcheck

This commit replaces all header guards in API with #pragma once

Main change here is preventing LoadNexusProcessed from running the
instrument save when going via the ESS route.

New problem is that LoadNexusProcessed does not attempt to look for new
Geometry in Nexus as part of the loading, and therefore gives up when it
shouldn't

LoadNexusProcessed also annoyinly looking for group named "instrument",
which we now do not adhere to.

Main change here is preventing LoadNexusProcessed from running the

Merge to ensure CrystalFieldFunction is available and up to date.

We must have a reference to the instrument for getting the monitor flag.
Then basically encapuslate what we can about the instrument walking.
