Fixes failing unit test for numpy >=1.14

In numpy 1.14 the precision of printing scalars changed. This rounds the number to the same as < 1.14 for the test.

Fix docstring directives for old sip definitions.

Remove Python.h include

On 'make clean' the targets are marked out of date and then cmake tries
to reapply our patches but they won't apply cleanly a second time around.
Simplest way to solve this is to force a reset before applying the patches
