Tested before and after change. Algorithm threw exception before this change, works correctly with this change.

Happy to merge.

It's quite slow at the moment.

I did not see any warning messages during performing the steps described in the testing instructions.

Display empty values in Workspace History dialog rather than actual numeric values

The current git-lfs smudge filters download each file separately over a new
connection with a new git process. git lfs fetch is able to batch download
and has much better performance.

Merge pull request #14319 from mantidproject/14317_fix_SCARFTomoReconstructionTest_when_facility_not_ISIS

Happy to merge this as test passed with facility set to SNS and SmuS.

Previous location left it inderminate what the initial state would be.
