The PropertyManager is only needed to determine the wavelength range if
the user did not supply it. This changes the logic so it is no longer
needed. Also fixes a bug when a user supplies only min OR max wavelength

CompareMDWorkspaces is not comparing as expected outside of gcc.
A fix is planned but this will still allow is to test on Linux and not
hold up deployment for an algorithm that is mostly used in internal
testing.

If the script is run in a different namespace, i.e.
with exec, then the variable will appear in that
namespace and not that returned by globals().
