Clang-tidy must have though these were obselete (which they are on every platform
but OSX), so protect them with a macro and add them back

Modernises the codebase from nested workspaces to modern form. E.g.:

namespace A{
namespace B {}
}

Becomes
namespace A::B{
}

This will allow us to specify in the coding standards to prefer the
simple form instead

Changed the order of indices in the python wrapper of get/set Signal Array/ get/set ErrorSquaredArray, and getNumEventsArray

A few errors had to be manually handled, notably v3.5 screws up the
arguments to GCC_DIAG by adding spaces surrounding the dash.

This should simplify the numpy converter code so that everything just
funnels it through the C array interface. Future converters should no only
have to implement the top level portion an pass c arrays on.
