MatrixWorkspaceTest, MDHistoWorkspaceTest & VMDTest do not yet import
division from __future__ as the exports need updating to understand
the __truediv__ method.

Print statements have been either been removed or fixed.

Each submodule has its own directory along with the PythonAlgorithms.

Keep consistency with C++ and the current interface so people's
scripts will not need to many changes.

Adds a generic plugin (module) loader for importing additional
python modules at start up

Removed ALF15739.raw and replaced all references to it with one of the smaller LOQ files, and committed an LOQ file with upper case extension (.RAW).  Refs #3913

Much improved handling of the {set,get}property methods but still need to handle downcasts to actual types for get calls. We still end up with just the interface. Refs #3614
