Vertical stripe through new functionality complete. All that remains is to add and register the new PeakTransforms and factories.

Will still need a mechanism to select the factory. PeakTransformSelector will do this.

Made use of the ITimeSeriesProperty method and added methods to
that to facilitate this.
The algorithm will now handle numeric (double or integer) TimeSeriesProperty
logs, though not string ones.

Required to avoid truncation for integer-typed TSPs because the
FilterByLogValue argument takes in the limits as doubles.

I don't consider it to be sufficiently common that it is true
as opposed to false, so remove a possibility of error.

The fact that it broke the unit tests is probably a signal that it
should stay at 'Centre'.

1) MD event workspace have changed from DND axis basis to SQW axis basis
2) DND axis are fixed to read different number of dimensions objects properly but are not used at the moment.

Each submodule has its own directory along with the PythonAlgorithms.
