Fixes failing unit test for numpy >=1.14

In numpy 1.14 the precision of printing scalars changed. This rounds the number to the same as < 1.14 for the test.

Python 3 has removed execfile.

Some sphinx extensions, e.g. matplotlib.plot_directive, expect the
layout to be inline with the standard setup where conf.py is the root
of the source directory. This changes our config to comply with this to
simplify maintenance and ensure all extensions work as expected.
