Updated fermi distance in MERLIN.yaml

On Linux, the starting scripts launch_mantidplot.sh and
launch_mantidworkbench.sh uses the custom allocator Jemalloc via
LD_PRELAOD to better manage the memory (especially the release of the
memory). This commit modifies the creation of those scripts, which is
managed at the CMake step, accordingly.

I have recently discovered that the MERLIN fermi is 10.5 cm closer to the moderator than believed (am in the process of writing a RAL report on this). This should be changed within pychop.

This commit update the release not to reflect change made in code review.

- corrects the setting of extents to be set correctly when zooming
- cache bin values so resample only occurs when necessary
