Enable configuration of ref bin width and error type · 0306664f

For compatibility with previous behaviour of FFT, offer a choice of:
- bin width to compare to (first or average)
- error to use (individual or cumulative)

Use this in FFT when AcceptXRoundingErrors is not set.

Add tests for new methods and behaviour.
