[Clacc][CI][Kokkos] Update Kokkos 

This patch migrates to Seyong Lee's planned upstream Kokkos develop
branch pull request to add Clacc support.  While the base Kokkos
version is a more recent version of Kokkos's develop branch, the
changes for Clacc support are only slightly different from what we
have already been testing in Clacc.  For example, it
reorganizes/reformats some Clacc-specific code, and it adjusts the
list of skipped unit tests for Clacc.
