Add a README

The README should cover:

• Dependencies/First steps -- git-fls, conda, and the like
• Usage -- explain the scripts
• Issues, questions, comments, etc.? -- who to contact if you need help...

@may do you have a preference between markdown and ReStructuredText for the README? I don't really, but markdown looks like it probably has better support on Gitlab
