Deploy a running instance of NOMAD digital shadow / digital twin

This is to deploy a VM in our ORC-OPEN project orc-open-espd that runs off the image created in our digital-twin-images repo

This will be a "typical" infrastructure-as-code (IaC) using probably Terraform to spin up a VM with:

• EPICS + NOMAD IOC from the base image
• Install EIC webservice and EIC manager (configured for this NOMAD digital twin)
