Edit PV table.

Allow edits to PV table. Add CellEditor to the Parameter table.

1. When a row is double clicked it should open the same dialog as in "Add PV" populated with existing Name, PV name and Threshold.
2. User would edit it and after clicking submit button the row will be updated accordingly.
