SMB Data updates

This commit reorganzes the SMB data directory to better reflect the data
sources, adds necessary provenance and metadata, and indicates rehost
permission. For datasets we're not able to rehost, we've indicated how
to aquire and where to place the data, as well as provided a .gitignore
to prevent accidental checking in of this data

Greenland accumulation measurements
===================================
The Greenland accumulation measurements included here were compiled from Bales
et al. 2009. This dataset was extracted from Table 2 of the published manuscript,
which describes PARCA ice core data that was developed after Bales et al. 2001
and therefore not included in Cogley 2004. The manuscript is available here:

IceBrige airborne radar SMB estimates

The NASA IceBridge airborne radar SMB estimates included here cover the 2013 and
2014 flight seasons, which were documented in Lewis et al., 2017 and provided in

Processed Observational data
============================
This directory contains the results of LIVVkit preprocessing the included
observational data for plotting and analysis. See their associated
``preproc_*.py`` for processing details.
Files

describes the drainage basin polygons and finds the model cells contained
within.
* ``IceBridge_moxelXY.csv`` -- The result of ``smb/preproc_icebridge.py``

location, which are associated with both a model cell and a drainage basin.
* ``SMB_CoreFirnEstimates.csv`` -- Results from ``smb/preproc_core.py`` and
describes the filtered core/stake/pit locations.
* ``SMB_Obs_Model.csv`` -- Results from ``smb/preproc_core.py`` and
describes the average annual SMB values at each measured location in
