hs analysis: BL4B DMC3 axis-E false high-limit (intermittent electrical fault)

Confirms Andre Parizzi's hypothesis for the 2026-04-10 hs incident: PLUS_LS
falsely asserted at 23:35:36 while the motor was idle at 63 mm (DHLM = 250),
latched for 34m 45s suppressing all positive moves, then cleared autonomously
at 00:10:21 with no IOC command. Archiver history shows this is the third
spurious limit event on axis E in 8 weeks — both forward and reverse inputs
affected — pointing to a chronic wiring/connector fault localised to this
axis. Includes recommended physical and IOC-side remediation steps.
